Do You Associate the Water Element with the Cardinal, Fixed, or Mutable Quality?

We've been around the game long enough to know the basic

Aries is the most fiery and Cardinal sign, so Fire is the Cardinal element
Taurus is the most earthy and Fixed sign, so Earth is the Fixed element
Gemini is the most airy and Mutable sign, so Air is the Mutable element

Now the problem is there's four elements but only three qualities.
